 1-2                          SENATE RESOLUTION NO. 444
 1-3           WHEREAS, The Senate of the State of Texas takes great
 1-4     pleasure in recognizing Alan V. Rash for his many contributions
 1-5     to El Paso and the State of Texas; and
 1-6           WHEREAS, Born in December, 1931, in Fallbrook, California,
 1-7     this distinguished gentleman graduated from Texas Western College,
 1-8     now The University of Texas at El Paso, with a bachelor's degree in
 1-9     1953; he served with the United States Army, Antiaircraft Artillery
1-10     Branch, during the Korean War from 1953 to 1955; and
1-11           WHEREAS, Entering The University of Texas School of Law
1-12     in 1957, he graduated in January, 1960, and was admitted to the
1-13     Texas Bar; he practiced law in El Paso for 39 years, and he was
1-14     a director and shareholder in the Diamond, Rash, Gordon and Jackson
1-15     law firm, where he practiced municipal finance law and Indian law,
1-16     until his retirement in March, 1999; and
1-17           WHEREAS, A Life Fellow in the Texas Bar Foundation,
1-18     Alan Rash is a member of the Texas Bar Association, the El Paso
1-19     Bar Association, and the National Association of Bond Lawyers,
1-20     and he has been admitted to practice before all Texas courts, many
1-21     federal district courts and appellate courts, and the United States
1-22     Supreme Court; and
1-23           WHEREAS, A well-known civic leader, Mr. Rash has been a
1-24     member of the Mount Franklin Kiwanis Club, the El Paso Chamber of
 2-1     Commerce, and the Southwestern Sun Carnival Association; and
 2-2           WHEREAS, A member of various Masonic bodies, he belongs
 2-3     to El Paso Lodge Number 130 AF & AM, Scottish Rite of Freemasonry,
 2-4     the York Rite Bodies, and El Maida Shrine Temple, and he is a
 2-5     Knight in El Paso Commandery Number 18, Knights Templar of Texas;
 2-6     and
 2-7           WHEREAS, A devout Christian, he is a lifelong Methodist
 2-8     and has attended Trinity First United Methodist Church in El Paso,
 2-9     where he has served as Finance Committee Chair, Chairman of the
2-10     Administrative Board, and member of the Board of Trustees; and
2-11           WHEREAS, Active in politics, Alan Rash has served as
2-12     chairman of the El Paso County Republican Committee from 1963
2-13     through 1965 and again from 1969 through 1971; this distinguished
2-14     gentleman was special counsel to the Texas Republican Party and the
2-15     Republican National Committee in 1972; and
2-16           WHEREAS, Appointed to the Board of Directors of the Texas
2-17     Guaranteed Student Loan Corporation by Governor Clements in 1988,
2-18     Mr. Rash was reappointed by Governor Bush in 1995; because of his
2-19     superior ability, he was chair of the board in 1993, and he served
2-20     as chair again from 1995 until he retired in 1999; and
2-21           WHEREAS, Throughout Mr. Rash's career, he has enjoyed the
2-22     love and support of his lovely wife, Joy Ann Shinaut, with whom he
2-23     will celebrate his 43rd wedding anniversary in May, 1999; they are
2-24     the proud parents of three sons and the loving grandparents of nine
2-25     grandchildren; now, therefore, be it
2-26           RESOLVED, That the Senate of the State of Texas,
 3-1     76th Legislature, hereby commend the career and volunteer
 3-2     activities of Alan V. Rash and express its deep appreciation for
 3-3     his many achievements; and, be it further
 3-4           RESOLVED, That a copy of this Resolution be prepared for
 3-5     him as an expression of the highest regard of the Texas Senate.
