 1-2                          SENATE RESOLUTION NO. 466
 1-3           WHEREAS, Drugs have become the most insidious and pervasive
 1-4     problem facing this country and state; they are in some way
 1-5     associated with 80 percent of all crime and are no respecter of
 1-6     age, race, sex, or economic status; and
 1-7           WHEREAS, Based on the success of Turn Around America-The Wrice
 1-8     Process, founded by Herman Wrice and Andy Garr, Governor George Bush,
 1-9     in conjunction with former Attorney General Dan Morales, established
1-10     Turn Around Texas; and
1-11           WHEREAS, Turn Around Texas has gained national acclaim and has
1-12     become a model for other states; it has grown to include 17 groups
1-13     that are part of a rapidly expanding national network of 350
1-14     communities and internationally with the addition of Turn Around
1-15     Liberia and Turn Around West Africa; and
1-16           WHEREAS, Turn Around Texas has included Kilgore, Corsicana,
1-17     Taylor, Waxahachie, Greenville, Terrell, Plainview, Odessa, Alice,
1-18     Texas City, LaMarque, Palestine, Marshall, Harrison County, Longview,
1-19     Gregg County, Elgin, Rockdale, and Angleton; and
1-20           WHEREAS, Results using Turn Around America-The Wrice Process
1-21     have been dramatic including 80 percent drops in crime, 98 percent
1-22     clearance rates of cases, and 90 percent reduction in vandalism; and
1-23           WHEREAS, More than statistics, Turn Around Texas bonds
1-24     together black and white, old and young, rich and poor, in a clear
 2-1     single focus:  to take back their neighborhoods from drugs and crime;
 2-2     and
 2-3           WHEREAS, Turn Around Texas drugfighters have braved cold, rain,
 2-4     sleet, snow, and heat and been cussed, spit on, and thrown at and
 2-5     never backed down as they have exhibited the "Alamo Attitude"; and
 2-6           WHEREAS, Turn Around Texas drugfighters are committed to
 2-7     making Texas the most inhospitable and unwelcome place for drug
 2-8     dealers; now, therefore, be it
 2-9           RESOLVED, That the Senate of the State of Texas,
2-10     76th Legislature, hereby commend each of the Turn Around Texas
2-11     drugfighters, their cities, law enforcement and fire departments,
2-12     and the Texas National Guard for their courage, commitment, and
2-13     dedication that make Texans proud; and, be it further
2-14           RESOLVED, That the Senate salute the inductees in the Texas
2-15     Drugfighters Hall of Fame for their extraordinary effort and
2-16     strength of purpose and urge the Turn Around Texas drugfighters to
2-17     continue their vigilance in the battle against drugs and assist
2-18     other communities when asked; and, be it further
2-19           RESOLVED, That all Turn Around Texas communities and
2-20     supporting businesses are urged to make every Friday "Up With Hope
2-21     and Down With Dope" Day and wear a Turn Around Texas shirt, hat,
2-22     button, or ribbon signifying support.
