 1-2                          SENATE RESOLUTION NO. 488
 1-3           WHEREAS, The Senate of the State of Texas takes pride in
 1-4     recognizing Blanca Estela Enriquez on her recent induction into the
 1-5     1999 El Paso Women's Hall of Fame; and
 1-6           WHEREAS, The El Paso Hall of Fame was established in 1985
 1-7     by the El Paso Commission for Women as an endeavor to provide
 1-8     recognition for the area's outstanding women and their many
 1-9     contributions to their community; and
1-10           WHEREAS, Blanca Estela Enriquez is a successful professional
1-11     who has dedicated herself to improving education in Texas; she
1-12     was named Head Start Management Fellow of the Anderson School of
1-13     Management; she also holds a master of education in curriculum and
1-14     instruction from The University of Texas at El Paso; already an
1-15     author of a complete Spanish reading program for elementary students,
1-16     Blanca is currently pursuing her doctorate degree; and
1-17           WHEREAS, An exceptionally motivated person, Blanca has
1-18     served her community as teacher, consultant, and administrator; as
1-19     Associate Director of the Region 19 Education Service Center Head
1-20     Start Program, she presided over the program's prodigious growth;
1-21     and as Director of Region 19's Special Populations Division, she
1-22     was responsible for the administration and management of vital
1-23     services to over 2,242 low-income families in El Paso County; she
1-24     has been active in designing and promoting bilingual education
 2-1     curriculum in the State of Texas; and
 2-2           WHEREAS, A respected professional, Blanca received an
 2-3     appointment from Governor Ann Richards to serve on the Head Start
 2-4     Public School/Collaboration Task Force; she has served on the board
 2-5     of directors for many organizations, including the Houchen Community
 2-6     Center, the Executive Women's Forum, and the Advocacy Center for
 2-7     Children of El Paso; Blanca has been a presenter at several national
 2-8     conferences, including the National Governor's Conference on Quality
 2-9     Education and the National Association for Supervision and Curriculum
2-10     Development; and
2-11           WHEREAS, Blanca has been the recipient of several honors;
2-12     in 1992, she was selected and featured by the El Paso Times as
2-13     an Empowering Hispana; in 1991, she was the recipient of both the
2-14     Adelante Mujer Award and the Mother-Daughter-Program Award; and in
2-15     1989, she was given the "Pillars of Achievement" Award; and
2-16           WHEREAS, In addition to her devotion to the field of
2-17     education, Blanca has been an active community member; she has
2-18     served on the Foster Grandparent Advisory Council, the Young Women's
2-19     Christian Association Advisory Committee, the El Paso Youth Network
2-20     Committee, and the Education Committee of the Economic Development
2-21     Planning Division of the Greater El Paso Chamber of Commerce; now,
2-22     therefore, be it
2-23           RESOLVED, That the Senate of the State of Texas,
2-24     76th Legislature, hereby commend Blanca Estela Enriquez on her
2-25     outstanding achievement and her dedication to education, in
2-26     particular bilingual education, and extend congratulations to her
 3-1     on her induction into the 1999 El Paso Women's Hall of Fame; and,
 3-2     be it further
 3-3           RESOLVED, That a copy of this Resolution be prepared for her
 3-4     as an expression of esteem from the Texas Senate.
