 1-2                          SENATE RESOLUTION NO. 511
 1-3           WHEREAS, The Senate of the State of Texas is proud to
 1-4     recognize Joyce Edwards Feinberg, who is an inductee into the
 1-5     1999 El Paso Women's Hall of Fame; and
 1-6           WHEREAS, Created by the El Paso Commission on Women in
 1-7     1985, the El Paso Women's Hall of Fame is intended to honor notable
 1-8     women in the city who have made significant contributions to their
 1-9     community; and
1-10           WHEREAS, Nominated in the professional category by the Junior
1-11     League of El Paso, Incorporated, Joyce Feinberg is the Executive
1-12     Director of the Sun Bowl Association, one of El Paso's oldest and
1-13     largest nonprofit organizations, which has over 800 volunteers who
1-14     work throughout the year; and
1-15           WHEREAS, A woman of great experience, Joyce was a
1-16     volunteer for the Sun Bowl organization for 10 years before she was
1-17     unanimously chosen Executive Director in 1995; while a volunteer,
1-18     she proved consistently that she could manage a budget, treat
1-19     everyone with dignity and respect, and motivate and lead people;
1-20     and
1-21           WHEREAS, When Joyce became the executive director, the
1-22     Sun Bowl was in great difficulty and its existence was threatened;
1-23     it had lost its sponsor and needed a new one; Joyce Feinberg
1-24     obtained a new sponsor for two years, Norwest Bank, and has
 2-1     continued the successful relationship with the CBS network, thus
 2-2     assuring national exposure; and
 2-3           WHEREAS, Another example of Joyce's ability is the
 2-4     successful passage of the rental car referendum tax which will
 2-5     provide a continuous source of revenue for the Sun Bowl and the
 2-6     City of El Paso; and
 2-7           WHEREAS, Joyce Feinberg has saved a vital event in El Paso's
 2-8     history; the Sun Bowl football game generates $9.5 million per year
 2-9     for the local economy; it has a positive effect on the restaurants,
2-10     motels, airport, car rental agencies, and retail stores in both
2-11     El Paso and Juarez; now, therefore, be it
2-12           RESOLVED, That the Senate of the State of Texas,
2-13     76th Legislature, hereby congratulate Joyce Edwards Feinberg on
2-14     being inducted into the 1999 El Paso Women's Hall of Fame; and, be
2-15     it further
2-16           RESOLVED, That a copy of this Resolution be prepared for her
2-17     as an expression of the highest regard of the Texas Senate.
