 1-2                          SENATE RESOLUTION NO. 562
 1-3           WHEREAS, The Expanded Food and Nutrition Education Program,
 1-4     which is called the Expanded Nutrition Program in Texas, was
 1-5     initiated in 1968 by the United States Department of Agriculture,
 1-6     and pilot programs began in 1969; federally funded since 1970 under
 1-7     the Smith-Lever Act, the program is administered by the Texas
 1-8     Agricultural Extension Service; and
 1-9           WHEREAS, The Expanded Nutrition Program was created to
1-10     assist families and youth with limited resources to acquire the
1-11     knowledge, skills, attitudes and to change behaviors necessary for
1-12     nutritionally sound eating habits; it also contributes to their
1-13     personal development and the improvement of total family food and
1-14     nutritional status; and
1-15           WHEREAS, This program is located in Bexar, Cameron, Dallas,
1-16     El Paso, Harris, Hidalgo, Nueces, Tarrant, and Travis counties and
1-17     served over 26,000 adult participants and 38,000 youth participants
1-18     in fiscal year 1997-1998; and
1-19           WHEREAS, The program targets adult participants with limited
1-20     resources who are responsible for planning and preparing the family's
1-21     food with an emphasis on households with young children and also
1-22     targets youth participants of 4-H age with limited resources; and
1-23           WHEREAS, The Expanded Nutrition Program has helped adult and
1-24     youth participants manage a food budget and increase their knowledge
 2-1     and skill in basic nutrition, food safety, and food preparation, and
 2-2     improve their selection of nutritious and economical foods; and
 2-3           WHEREAS, For every one dollar spent in the Expanded Nutrition
 2-4     Program, $10 is saved in health care costs which translates into
 2-5     $40 million a year for Texas; and
 2-6           WHEREAS, Extension agents in the program recruit and train
 2-7     paraprofessional staff from the target populations it serves, and
 2-8     the staff is effective in teaching participants due to commonality
 2-9     in language, culture, and life experiences; now, therefore, be it
2-10           RESOLVED, That the Senate of the State of Texas,
2-11     76th Legislature, hereby commend the Expanded Nutrition Program of
2-12     the Texas Agricultural Extension Service on its 30th anniversary and
2-13     recognize the many extension agents, staff, and program participants
2-14     who have learned from and worked to make the program a success; and,
2-15     be it further
2-16           RESOLVED, That official copies of this Resolution be prepared
2-17     for the administration of the Texas Agricultural Extension Service,
2-18     The Texas A&M University System, and the Expanded Nutrition Program
2-19     as a token of the appreciation of this Senate for the exceptional
2-20     service of this program to Texans with limited resources.
