1-1 SENATE RESOLUTION NO. 590 1-2 WHEREAS, The Senate of the State of Texas joins the 1-3 citizens of Dallas in recognizing and celebrating the outstanding 1-4 accomplishments of civic activists Laura Belle Foster and her 1-5 husband, P. H. Foster; these remarkable individuals have worked 1-6 tirelessly to improve the quality of life for residents of 1-7 South Central Dallas; and 1-8 WHEREAS, For almost five decades, Laura and P. H. have 1-9 remained ardent in their passion for civic improvement; their 1-10 unyielding determination has peacefully brought about positive 1-11 change in a Dallas community that many have overlooked; and 1-12 WHEREAS, A wife and husband proud of their culture and 1-13 heritage, Laura and P. H. are devoted to promoting equitable 1-14 treatment and respect for African Americans; and 1-15 WHEREAS, Laura and P. H.'s love for their neighborhood is 1-16 measured by the many victories they have earned for its residents; 1-17 such accomplishments include paved streets, better schools, street 1-18 lights, and sewer extensions; and 1-19 WHEREAS, Laura serves as organizer and general chairman of 1-20 the South Central Civic League of Dallas, while P. H. serves 1-21 as its vice president; the organization has presented more 1-22 petitions to the Dallas City Council and the Dallas School Board 1-23 than any other group; with steadfast persistence, the civic 1-24 league has managed to accrue many victories for the residents of 2-1 South Central Dallas; and 2-2 WHEREAS, In addition to their impressive civic 2-3 accomplishments, Laura and P. H. have raised a loving and 2-4 supportive family; their son, Charles Hickman, and daughter, 2-5 Howard Jean Sheppard, are the source of much pride and joy; now, 2-6 therefore, be it 2-7 RESOLVED, That the Senate of the State of Texas, 2-8 76th Legislature, hereby commend Laura Belle and P. H.
