 1-2                          SENATE RESOLUTION NO. 604
 1-3           WHEREAS, The Senate of the State of Texas is pleased to
 1-4     recognize Minnie Needham, who is retiring April 30, 1999, after
 1-5     23 years of loyal service with the Office of the Comptroller of
 1-6     Public Accounts; and
 1-7           WHEREAS, Minnie joined the comptroller's office in 1976 and
 1-8     served as a seasonal employee in the Revenue Processing Division
 1-9     before becoming a full-time employee in the Sales Tax Division
1-10     answering the incoming WATTS lines; and
1-11           WHEREAS, After a series of promotions, Minnie became the
1-12     supervisor of administrative staff in the Inheritance Tax Division,
1-13     which later became a part of Tax Administration and Revenue
1-14     Accounting Divisions, a section that handled various types of
1-15     taxes; and
1-16           WHEREAS, In 1989, Minnie participated in the first attempt to
1-17     completely automate inheritance tax by using on-line updates; she
1-18     then helped to design, test, and implement a new system called the
1-19     Fee System, which is now the basis for the Integrated Tax System;
1-20     and
1-21           WHEREAS, In 1993, she served as a member of the Integrated
1-22     Tax System Renaissance Project and was instrumental in having the
1-23     project published as a report; she was later assigned to a team
1-24     charged with implementing the report's recommendations, and the
 2-1     team became the Integrated Tax Systems area of Systems Development
 2-2     Division, now a part of the Information Technology Division of the
 2-3     comptroller's office; and
 2-4           WHEREAS, For several years, Minnie has served as a resource
 2-5     for the Legislative Analysis Group, and her extensive knowledge
 2-6     of all the taxes automated in the Integrated Tax System has enabled
 2-7     the comptroller's office to respond to requests for information
 2-8     accurately and in a timely fashion; and
 2-9           WHEREAS, Throughout her career, Minnie was noted for her
2-10     creativity, her superior organizational skills, and her accounting
2-11     expertise; and
2-12           WHEREAS, A talented and resourceful individual, she has
2-13     handled her responsibilities over the years with exceptional
2-14     alacrity and dedication; and
2-15           WHEREAS, A distinguished and exemplary lady, Minnie Needham
2-16     is beloved and respected by her colleagues, and her presence in the
2-17     Office of the Comptroller of Public Accounts will be greatly missed;
2-18     now, therefore, be it
2-19           RESOLVED, That the Senate of the State of Texas,
2-20     76th Legislature, hereby commend Minnie Needham on her exceptional
2-21     career and on her many contributions to the comptroller's office
2-22     and to our state and extend to her best wishes for the retirement
2-23     years ahead; and, be it further
2-24           RESOLVED, That a copy of this Resolution be prepared for her
2-25     as an expression of esteem from the Texas Senate.
