 1-2                          SENATE RESOLUTION NO. 685
 1-3           WHEREAS, The Senate of the State of Texas recognizes that
 1-4     the schoolchildren of Texas are the state's greatest asset for
 1-5     the future; and
 1-6           WHEREAS, Over 800,000 children disappear each year in the
 1-7     United States and the problem of missing, kidnapped, and runaway
 1-8     children potentially affects every community in Texas; and
 1-9           WHEREAS, The State of Texas is committed to the protection
1-10     of its children as an important resource to continue the strong
1-11     and vital growth of the state; and
1-12           WHEREAS, The American Football Coaches Association, the credit
1-13     unions of Texas, the Texas Association of School Superintendents,
1-14     the Boy Scouts of America, Roger Staubach, Troy Aikman, Nolan Ryan,
1-15     and tens of thousands of Texas contributors have joined together
1-16     to make Texas the leader in the protection of its children by
1-17     providing child identification kits for use by parents to keep
1-18     current photographs, vital information, and fingerprints readily
1-19     accessible to provide to law enforcement agencies across the state
1-20     in the event of an emergency; and
1-21           WHEREAS, These partners, in conjunction with the leadership
1-22     of Governor George Bush, Lieutenant Governor Rick Perry, and
1-23     Speaker Pete Laney have made a commitment to supply every one of
1-24     the over four million children attending public school in Texas
 2-1     with a free inkless identification kit paid for by voluntary
 2-2     contributions to help parents provide current detailed information
 2-3     about their children; and
 2-4           WHEREAS, Texas played a leadership role in starting this
 2-5     child protection program that through the work of the American
 2-6     Football Coaches Association, credit unions across the
 2-7     United States and volunteer civic and athletic leaders will
 2-8     be a vital link in providing the best chance to protect missing,
 2-9     kidnapped, and runaway children in the United States; now,
2-10     therefore, be it
2-11           RESOLVED, That the Senate of the State of Texas,
2-12     76th Legislature, hereby commend all those involved in this
2-13     child protection program and request the Governor of the
2-14     State of Texas to declare the month of March 2000 as Child ID
2-15     Protection Month in the State of Texas; and, be it further
2-16           RESOLVED, That a copy of this Resolution be prepared for
2-17     the American Football Coaches Association, the Texas Credit Union
2-18     League on behalf of Texas credit unions and their members and
2-19     owners, the Texas Association of School Superintendents, Boy Scouts
2-20     of America, Roger Staubach, Troy Aikman, and Nolan Ryan as an
2-21     expression of esteem from the Texas Senate.
