 1-4                                     of
 1-5                             Jack Hammer Kaufman
 1-6           WHEREAS, The Senate of the State of Texas joins with the
 1-7     citizens of San Antonio in mourning the loss of Jack Hammer Kaufman,
 1-8     who died April 1, 1999; this highly regarded gentleman was widely
 1-9     known for his sound judgment and leadership qualities; and
1-10           WHEREAS, A native of San Antonio, Jack was born on
1-11     December 15, 1925; he pursued his higher education at
1-12     The University of Texas, continued this pursuit of academic
1-13     excellence at the university's school of law, and was admitted
1-14     to the Texas Bar in 1951; and
1-15           WHEREAS, Establishing himself as being highly respected in
1-16     his field, he was admitted to practice before the United States
1-17     Supreme Court, the United States Court of Appeals, the Fifth and
1-18     Eleventh Circuits, the United States District Court, and the
1-19     Western District of Texas; and
1-20           WHEREAS, Spanning more than a decade of public service, the
1-21     varied and worthwhile interests of this great Texan contributed
1-22     vastly to the progressive makeup of the City of San Antonio; he was
1-23     an assistant district attorney from 1951-1955, served from 1966-1973
1-24     as chairman and trustee of the City Water Board, and was elected
 2-1     to the San Antonio City Council in 1961; and
 2-2           WHEREAS, Few have given so freely of themselves to the welfare
 2-3     of others as did this dedicated public servant; believing strongly
 2-4     in equality and justice, Mr. Kaufman worked diligently as chairman
 2-5     of the City Council Committee on Segregation to have the entire
 2-6     local San Antonio business community voluntarily participate and
 2-7     comply; and
 2-8           WHEREAS, With great civic pride and a strong desire to
 2-9     serve his profession and his community, Jack was a member of
2-10     the State Bar of Texas, the San Antonio Bar Association, and
2-11     the Texas Association of Bank Counsel and a lifetime member of
2-12     Temple Beth El; now, therefore, be it
2-13           RESOLVED, That the Senate of the State of Texas,
2-14     76th Legislature, hereby extend sincere condolences to
2-15     the family of Jack Hammer Kaufman:  his wife of 49 years,
2-16     Estelle Lieberman Kaufman; his son, Bill; his daughters, Karleen
2-17     and Ann; his eight grandchildren; and his brother, Tom; and, be
2-18     it further
2-19           RESOLVED, That a copy of this Resolution be prepared for the
2-20     members of his family as an expression of deepest sympathy from the
2-21     Texas Senate, and that when the Senate adjourns this day, it do so
2-22     in memory of Jack Hammer Kaufman.
