1-1 1 1-2 SENATE RESOLUTION NO. 705 1-3 WHEREAS, The Senate of the State of Texas takes great pride 1-4 in recognizing Tomas Yarrington, governor of our neighboring state 1-5 of Tamaulipas and one of the most effective political leaders in 1-6 our region; and 1-7 WHEREAS, In 1991 Tomas Yarrington was elected to his nation's 1-8 Congress, where he gained a national reputation as a cost-cutting 1-9 budget expert, proposing innovative public policies that helped 1-10 streamline government bureaucracy and target vital resources to 1-11 Tamaulipas families, especially in rural communities; and 1-12 WHEREAS, Tomas Yarrington served as mayor of his native 1-13 Matamoros, across the border from Brownsville, from 1993 to 1-14 1995 and made a dramatic difference in the lives of his city's 1-15 400,000 residents by improving basic services, reducing crime, 1-16 and attracting private investment and new industries; and 1-17 WHEREAS, Under Tomas Yarrington's leadership, Matamoros 1-18 rose to number three among all Mexican cities in job creation; and 1-19 WHEREAS, Tomas Yarrington was educated in the public schools 1-20 of Matamoros and Tampico and won scholarships to Monterrey's 1-21 prestigious Technological Institute and the University of Southern 1-22 California in Los Angeles, where he earned degrees in economics and 1-23 public administration; and 1-24 WHEREAS, In a historic election last year, Tomas Yarrington 2-1 won his party's nomination out of a field of four candidates in the 2-2 first-ever primary held in Tamaulipas; and 2-3 WHEREAS, Tomas Yarrington won the general election in 2-4 October by a two-to-one margin over candidates from the other two 2-5 major political parties; and 2-6 WHEREAS, Governor Yarrington now leads a state that is the 2-7 gateway to Mexico, with fully half of the 24 international bridges 2-8 that link our two nations, accounting for more than three-quarters 2-9 of all United States-Mexico trade; and 2-10 WHEREAS, Governor Yarrington has made it his mission to 2-11 ensure that his state plays a leading role in the economic 2-12 partnership of Texas, Tamaulipas, and Nuevo Leon; and 2-13 WHEREAS, That tri-state partnership represents nearly 2-14 26 million people and a yearly economic output of more than 2-15 $570 billion; and 2-16 WHEREAS, A young man of such energy, vision, skill, and 2-17 integrity is exactly the kind of leader Texas is proud to have as 2-18 a neighbor and a partner; now, therefore, be it 2-19 RESOLVED, That the Senate of the State of Texas, 2-20 76th Legislature, hereby pay tribute to Governor Tomas Yarrington 2-21 and honor him for his invaluable contributions to our region; and, 2-22 be it further 2-23 RESOLVED, That the members of the Senate of the 2-24 State of Texas especially applaud Governor Tomas Yarrington for 2-25 his tireless efforts to open up the democratic process in his 2-26 state and his nation; and, be it further 3-1 RESOLVED, That the members of the Senate of the 3-2 State of Texas recognize Governor Tomas Yarrington's leadership 3-3 position as Chairman of the Northeast and Gulf Coast Governor's 3-4 Association in forging even closer bonds of commerce and culture 3-5 in the years ahead; and, be it further 3-6 RESOLVED, That the members of the Senate look forward to 3-7 working with him to meet the challenges that we share in common; 3-8 and, be it further 3-9 RESOLVED, That a copy of this Resolution be prepared for 3-10 Governor Yarrington as an expression of high esteem from the 3-11 Texas Senate. 3-12 Lucio 3-13 Armbrister Gallegos Ogden 3-14 Barrientos Harris Ratliff 3-15 Bernsen Haywood Shapiro 3-16 Bivins Jackson Shapleigh 3-17 Brown Lindsay Sibley 3-18 Cain Luna Truan 3-19 Carona Madla Wentworth 3-20 Duncan Moncrief West 3-21 Ellis Nelson Whitmire 3-22 Fraser Nixon Zaffirini 3-23 Perry, President of the Senate 3-24 ______________________________________ 3-25 President of the Senate 3-26 I hereby certify that the above 3-27 Resolution was adopted by the Senate 3-28 on April 23, 1999. 3-29 ______________________________________ 3-30 Secretary of the Senate 3-31 ______________________________________ 3-32 Member, Texas Senate
