 1-2                          SENATE RESOLUTION NO. 719
 1-3           WHEREAS, The Senate of the State of Texas takes pride in
 1-4     recognizing Francisco Roux-Lopez, who is leaving his post as the
 1-5     Consul General of Mexico, for his outstanding work in the Austin
 1-6     community; and
 1-7           WHEREAS, Born in Uruapan, Michoacan, Mexico,
 1-8     Francisco Roux-Lopez holds a master's degree from El Colegio
 1-9     de Mexico and studied for a doctorate degree at the Ecole d'etudes
1-10     des Sciences Politiques de la Universite de Paris from 1964 to 1966;
1-11     he is married to Maria Lopez de Roux; and
1-12           WHEREAS, Francisco has served as a member of the Mexican
1-13     Foreign Service since 1966; his wide-ranging experience has
1-14     included serving in the Mexican Embassy in France and as the
1-15     Deputy Representative of Mexico for the Organization of American
1-16     States; he was the Acting Chief of Protocol for the Ministry of
1-17     Foreign Relations from 1980 to 1985; and
1-18           WHEREAS, He was Minister to the Mexican Embassy in Belgium
1-19     and Luxembourg and Representative of Mexico to the European Union
1-20     from 1985 to 1989; he was the Special Advisor for the Ministry
1-21     of Foreign Relations from 1980 to 1985 and Director of the
1-22     United Nations System from 1991 to 1992; he was promoted to the
1-23     position of Consul General in 1992; and
1-24           WHEREAS, Francisco served as Consul General of Mexico in
 2-1     Sydney, Australia, and in McAllen, Texas, before becoming the
 2-2     Special Advisor to the General Director of the Mexican Communities
 2-3     Abroad Program for the Ministry of Foreign Relations in 1996;
 2-4     he was appointed Consul General of Mexico for Austin, Texas, on
 2-5     March 20, 1998; and
 2-6           WHEREAS, During his tenure as Consul General for Austin,
 2-7     Francisco Roux-Lopez has served with distinction, and his wealth
 2-8     of experience and expertise have been of great benefit to the
 2-9     Austin community; and
2-10           WHEREAS, Noted for his dedication to his work, Mr. Roux-Lopez
2-11     has handled his far-reaching responsibilities with exceptional
2-12     alacrity and sound judgment; and
2-13           WHEREAS, An exemplary and distinguished gentleman,
2-14     Francisco Roux-Lopez is respected by his colleagues in the Mexican
2-15     Foreign Service and the citizens of Austin, and his presence in
2-16     Austin as Consul General of Mexico will be greatly missed; now,
2-17     therefore, be it
2-18           RESOLVED, That the Senate of the State of Texas,
2-19     76th Legislature, hereby commend Francisco Roux-Lopez on his
2-20     superior work as Consul General of Mexico for Austin and his many
2-21     contributions to the Austin community and extend best wishes to him
2-22     for the future; and, be it further
2-23           RESOLVED, That a copy of this Resolution be prepared
2-24     for Francisco Roux-Lopez as an expression of esteem from the
2-25     Texas Senate.
