 1-2                          SENATE RESOLUTION NO. 742
 1-3           WHEREAS, On April 30, 1999, Priscilla Jarvis is retiring
 1-4     after more than 25 years of superb service with the State of Texas
 1-5     and the Texas Senate takes pride in recognizing her; and
 1-6           WHEREAS, Born the daughter of a geologist with Sun Oil
 1-7     Company in Amarillo, Priscilla earned her bachelor of business
 1-8     administration degree from Texas Tech University in 1963 and her
 1-9     master of business administration from Southern Methodist University
1-10     in 1970; and
1-11           WHEREAS, She was employed by Ling-Temco-Vaught of Dallas in
1-12     1967, and the company sent her to a computer programming course,
1-13     where she learned COBOL, Assembly Language, RPG, and all the
1-14     needed skills used by a programmer of that day; she returned to
1-15     Ling-Temco-Vaught to write engineering programs for them; and
1-16           WHEREAS, Moving to Austin in 1974, she acquired a
1-17     position with the Texas Board of Control in the Interagency
1-18     Services Division, where she wrote the complete system
1-19     automating the licensing functions of the Texas Pharmacy
1-20     Board, and later became the Director of Data Processing and
1-21     the Director of Administration of the Pharmacy Board; and
1-22           WHEREAS, Becoming a programmer analyst with the Texas
1-23     Department of Agriculture in 1984, Mrs. Jarvis was promoted to
1-24     Director of Data Processing in 1985 and served until 1991; and
 2-1           WHEREAS, A longtime member of the Texas State Agency
 2-2     Business Administrators' Association, she became president of
 2-3     the association in 1985; she was the first woman in history to
 2-4     hold that post; and
 2-5           WHEREAS, At the Texas Water Commission in 1992, she
 2-6     became a programmer analyst, and soon became a systems analyst
 2-7     and strategic planner in the Information Resources Division of
 2-8     the Texas Natural Resource Conservation Commission, where she
 2-9     became an honored associate because of her unfailing good humor,
2-10     experience, intelligence, and excellent judgment; she will be
2-11     greatly missed by all her colleagues; and
2-12           WHEREAS, Married to Jeremiah Jarvis, a psychologist
2-13     in private practice in Bastrop County and Austin, Priscilla
2-14     and her husband have several acres near Elgin, Texas; they keep
2-15     dogs and cats and raise a big vegetable garden there, and they
2-16     enjoy having gourmet dinners with their friends and neighbors; and
2-17           WHEREAS, They travel around the world, and they like
2-18     attending chamber music concerts in Austin; Priscilla has enjoyed
2-19     being a driver for Meals on Wheels for many years and looks forward
2-20     to continue serving her fellowman during her retirement; now,
2-21     therefore, be it
2-22           RESOLVED, That the Senate of the State of Texas,
2-23     76th Legislature, hereby commend Priscilla Jarvis for her many
2-24     years of dedicated service to the State of Texas; and, be it
2-25     further
2-26           RESOLVED, That a copy of this Resolution be prepared
 3-1     for Mrs. Jarvis as an expression of the highest regard of the
 3-2     Texas Senate.
