1-1 1 1-2 SENATE RESOLUTION NO. 758 1-3 WHEREAS, The Texas Senate takes great pleasure in recognizing 1-4 the 30th anniversary of the Expanded Nutrition Program administered 1-5 by the Texas Agricultural Extension Service; and 1-6 WHEREAS, The Expanded Food and Nutrition Education Program, 1-7 called the Expanded Nutrition Program in Texas, was established by 1-8 the United States Department of Agriculture in 1968, was tried with 1-9 pilot programs in 1969, and was federally funded in 1970; and 1-10 WHEREAS, This outstanding program was founded to help 1-11 families and young people with limited resources learn the skills, 1-12 attitudes, and changed behavior necessary to develop sound eating 1-13 habits and to contribute to their personal development and the 1-14 betterment of total family food and nutritional status; and 1-15 WHEREAS, It has been determined that for every $1 spent in 1-16 this innovative program, $10 is saved in health care costs, showing 1-17 a savings to Texans of $40 million a year; and 1-18 WHEREAS, Located in nine Texas counties, the program serves 1-19 Bexar, Cameron, Dallas, El Paso, Harris, Hidalgo, Nueces, Tarrant, 1-20 and Travis counties; it has served over 26,000 adult participants 1-21 and 38,000 youth participants during the 1998-1999 fiscal year; and 1-22 WHEREAS, This program seeks adult participants with limited 1-23 resources responsible for planning and preparing the family's food, 1-24 emphasizing households with young children and youth participants 2-1 of 4-H age with limited resources; and 2-2 WHEREAS, The plan has greatly assisted adult and youth 2-3 recipients increase their knowledge and skill in basic nutrition, 2-4 management of a food budget, food safety and food preparation, 2-5 and their selection of economical and nutritious foods; and 2-6 WHEREAS, Texas Agricultural Extension Agents in the program 2-7 recruit and train a paraprofessional staff from the area it serves, 2-8 because this staff is effective in teaching clients due to a 2-9 commonality in life experiences, language, and culture; and 2-10 WHEREAS, The extension agents, staff, and clients who have 2-11 learned from and worked to make the program a resounding success 2-12 deserve to be congratulated; now, therefore, be it 2-13 RESOLVED, That the Senate of the State of Texas, 2-14 76th Legislature, hereby commend the Expanded Nutrition Program of 2-15 the Texas Agricultural Extension Service on its 30th anniversary; 2-16 and, be it further 2-17 RESOLVED, That a copy of this Resolution be prepared as a 2-18 tribute to this excellent program. 2-19 Lucio 2-20 ______________________________________ 2-21 President of the Senate 2-22 I hereby certify that the above 2-23 Resolution was adopted by the Senate 2-24 on April 27, 1999. 2-25 ______________________________________ 2-26 Secretary of the Senate 2-27 ______________________________________ 2-28 Member, Texas Senate
