1-1 1 1-2 SENATE RESOLUTION NO. 775 1-3 WHEREAS, Major General Dennis Cavin is the commanding 1-4 general at the United States Army's Fort Bliss in El Paso, and 1-5 the Texas Senate is proud to recognize him; and 1-6 WHEREAS, Born in Martin, Tennessee, General Cavin earned 1-7 his college degree in agriculture at the University of Tennessee; 1-8 in college he was in the Reserve Officers Training Corps, and he 1-9 joined the United States Army immediately following graduation; 1-10 and 1-11 WHEREAS, The relationship between Fort Bliss and the 1-12 City of El Paso has been a close one for over 150 years, and 1-13 both the army base and the city have benefitted greatly; and 1-14 WHEREAS, General Cavin has worked to keep the 1-15 association an open and accessible one; he thinks one 1-16 reason the city and the army base have been so compatible 1-17 is that the citizens of El Paso consider Fort Bliss their own 1-18 home base; and 1-19 WHEREAS, Recently, after the closing of many military 1-20 bases, Fort Bliss was downsized; General Cavin is encouraging 1-21 the citizens of El Paso to come visit the army base, and he 1-22 plans to cooperate with the city in bringing rail, air, and 1-23 ground traffic to Fort Bliss; and 1-24 WHEREAS, With the aim of drawing the El Paso leadership 2-1 to Fort Bliss, General Cavin looks forward to addressing 2-2 programs which will accomplish those ends; and 2-3 WHEREAS, The army base has every battalion and every 2-4 brigade sponsoring projects in local schools; the brigades are 2-5 used in the high schools and the battalions are used in the middle 2-6 and elementary schools; in addition, soldiers are mentoring and 2-7 tutoring in the schools; and 2-8 WHEREAS, A military man who has worked hard to improve 2-9 Fort Bliss and to keep his troops happy, General Cavin is working 2-10 to improve the lot of the schoolchildren of the Fort Bliss troops; 2-11 and 2-12 WHEREAS, Noting that in today's army, 62 percent of the 2-13 personnel are married, General Cavin emphasizes that the well-being 2-14 of the soldier's family directly impacts the performance of the 2-15 military man or woman; and 2-16 WHEREAS, Keeping good soldiers in the United States Army 2-17 occupies 50 percent of General Cavin's time; one of the assets of 2-18 being stationed at Fort Bliss is the positive interaction the 2-19 military personnel have with the City of El Paso and its hospitable 2-20 citizens; now, therefore, be it 2-21 RESOLVED, That the Senate of the State of Texas, 2-22 76th Legislature, hereby commend Major General Dennis Cavin for 2-23 the contributions he and his personnel make to the citizens of 2-24 El Paso; and, be it further 2-25 RESOLVED, That a copy of this Resolution be prepared as 2-26 an expression of the highest regard of the Texas Senate. 3-1 Shapleigh 3-2 ______________________________________ 3-3 President of the Senate 3-4 I hereby certify that the above 3-5 Resolution was adopted by the Senate 3-6 on April 29, 1999. 3-7 ______________________________________ 3-8 Secretary of the Senate 3-9 ______________________________________ 3-10 Member, Texas Senate
