1-1 SENATE RESOLUTION NO. 818 1-2 WHEREAS, The Senate of the State of Texas is proud to join 1-3 the citizens of Westlake in honoring the Westlake High School 1-4 Concert Band for being selected as a 1999 recipient of the "Sudler 1-5 Flag of Honor" award given by the John Philip Sousa Foundation; and 1-6 WHEREAS, For 1998, only two high school concert bands were 1-7 awarded this highly coveted international honor and both are from 1-8 the Central Texas area; and 1-9 WHEREAS, The "Flag of Honor" is the most prestigious award 1-10 given to high school concert bands at the international level and 1-11 only 39 bands from the entire United States and Canada have been 1-12 selected in the 17-year history of the award; and 1-13 WHEREAS, The nomination criteria is extremely stringent; 1-14 in order to qualify the school must offer and maintain a complete 1-15 and balanced band program for an extended period of years with an 1-16 emphasis on concert activities; in addition, the director must have 1-17 at least seven years tenure as the conductor and be involved with 1-18 other band activities at the local, state, and national levels; and 1-19 WHEREAS, The "Sudler Flag of Honor" award is made possible 1-20 through the generosity of Louis and Virginia Sudler, who over the 1-21 years have established scholarships and awards for young, talented 1-22 musicians through the Louis Sudler Foundation and the Sousa 1-23 Foundation; and 1-24 WHEREAS, This prestigious honor would not have been possible 2-1 without the dedication of these outstanding musicians and the 2-2 excellent leadership of Kerry Taylor, the superb conductor of this 2-3 fine group of students; now, therefore, be it 2-4 RESOLVED, That the Senate of the State of Texas, 2-5 76th Legislature, hereby extend heartiest congratulations to the 2-6 Westlake High School Concert Band for being awarded the "Sudler 2-7 Flag of Honor" to be presented May 14, 1999; and, be it further 2-8 RESOLVED, That a copy of this Resolution be prepared for the 2-9 concert band in recognition of their outstanding accomplishment by 2-10 the Texas Senate. 2-11 Barrientos 2-12 ______________________________________ 2-13 President of the Senate 2-14 I hereby certify that the above 2-15 Resolution was adopted by the Senate 2-16 on May 3, 1999. 2-17 ______________________________________ 2-18 Secretary of the Senate 2-19 ______________________________________ 2-20 Member, Texas Senate
