 1-2                          SENATE RESOLUTION NO. 952
 1-3           WHEREAS, The Senate of the State of Texas is proud to
 1-4     recognize Max A. Mandel of Laredo, one of the two men who were
 1-5     chosen Honorary Chairmen of Law Week during the observance of
 1-6     Law Week from May 1, 1999, to May 7, 1999; and
 1-7           WHEREAS, A nationally acknowledged time to recognize that
 1-8     we are a nation of laws, Law Week reminds us that our governmental
 1-9     system has allowed our country to progress as a nation without the
1-10     divisiveness of tyranny; and
1-11           WHEREAS, During Law Week in Laredo, the first big event
1-12     was the People's Law Day on Saturday, May 1, 1999; held at the
1-13     Webb County Justice Center, the People's Law Day was for people
1-14     to obtain legal services who cannot ordinarily afford them; and
1-15           WHEREAS, This first event was sponsored by the Webb County
1-16     Public Defender's Office, the Webb County Attorney's Office,
1-17     the Webb County District Attorney's Office, the Coastal Bend
1-18     Legal Aid Society, the Laredo Young Lawyers' Association, and
1-19     the Laredo-Webb County Bar Association; and
1-20           WHEREAS, Born on November 6, 1914, Max Mandel earned his
1-21     law degree at The University of Texas School of Law in 1936; he
1-22     was offered a position with the Laredo law firm of Edward Mann and
1-23     G. Cullee Mann and moved to Laredo; and
1-24           WHEREAS, Enlisting in the United States Navy in 1941, he
 2-1     gallantly served his country and received his honorable discharge;
 2-2     he met and married Roslyn Alexander in 1942; they happily made a
 2-3     home for their three daughters, and today Mr. and Mrs. Mandel also
 2-4     have seven loving grandchildren; and
 2-5           WHEREAS, Hired by Laredo National Bank in 1950 as
 2-6     Vice President, Mr. Mandel was promoted to President in 1955 and
 2-7     Chairman of the Executive Committee in 1968; elected Chairman of
 2-8     the Board in 1984, he retired from banking in 1991; and
 2-9           WHEREAS, Acknowledged as a vital force in the growth of
2-10     Laredo National Bank, he is also credited with assisting the
2-11     enormous growth of the city itself; and
2-12           WHEREAS, Active in professional associations, Max Mandel
2-13     was Treasurer of the Texas Bankers' Association, a director
2-14     of the San Antonio Branch of the Federal Reserve Bank of Dallas,
2-15     and a member of the Governing Council of the American Bankers'
2-16     Association; and
2-17           WHEREAS, Former president of the Laredo Chamber of Commerce,
2-18     he was director of the Washington's Birthday Celebration and was
2-19     named Mr. South Texas in 1986; certainly this distinguished
2-20     gentleman is deserving of legislative recognition for his
2-21     contributions to the citizens of Laredo and the State of Texas;
2-22     now, therefore, be it
2-23           RESOLVED, That the Senate of the State of Texas,
2-24     76th Legislature, hereby congratulate Max A. Mandel on his selection
2-25     as one of the Honorary Chairmen of Law Week; and, be it further
2-26           RESOLVED, That a copy of this Resolution be prepared for him
 3-1     him as an expression of the highest regard of the Texas Senate.
