1-1 1 1-2 SENATE RESOLUTION NO. 965 1-3 WHEREAS, The Senate of the State of Texas takes pride in 1-4 recognizing Lieutenant Bill Walsh of the Dallas Police Department 1-5 for his extraordinary service to the citizens of Dallas and the 1-6 State of Texas; and 1-7 WHEREAS, Lieutenant Walsh was presented with the 1-8 United States Department of Justice's Crime Victim Service Award 1-9 by United States Attorney General Janet Reno recently; he was one 1-10 of seven people from across the United States to receive this 1-11 notable award; and 1-12 WHEREAS, The winners of the award are selected from a group 1-13 of about 180 people nominated by police departments and victims' 1-14 advocate groups; Lieutenant Walsh was nominated by the Dallas 1-15 Children's Advocacy Center; and 1-16 WHEREAS, A man committed to children and their safety, he 1-17 co-founded the advocacy center 10 years ago; he has started 1-18 several other programs, including the Sex Offender Apprehension 1-19 Program, the Child Exploitation Squad, the Dallas County Child 1-20 Death Review Team, and, in 1989 he started the annual Crimes 1-21 against Children seminar held in Dallas; and 1-22 WHEREAS, A 20-year veteran of the Dallas Police Department, 2-1 Lieutenant Walsh is described as a visionary who gets things done; 2-2 recently, he helped obtain federal financing for a task force aimed 2-3 at combating computer crimes against children; and 2-4 WHEREAS, Committed to community service, Lieutenant Walsh 2-5 has served on the boards of the American Professional Society 2-6 on the Abuse of Children and the National Network of Children's 2-7 Advocacy Centers; a member of the National Research Council's 2-8 Committee on the Assessment of Family Violence Interventions, he 2-9 is also on the Texas Attorney General's Task Force on Child Abuse; 2-10 and 2-11 WHEREAS, Bill Walsh was selected the 1990 Dallas Police 2-12 Officer of the Year, the 1998 Dallas Police Supervisor of the 2-13 Year, and the Special Achievement Award for Public Service from 2-14 the State of Texas; now, therefore, be it 2-15 RESOLVED, That the Senate of the State of Texas, 2-16 76th Legislature, hereby congratulate Lieutenant Bill Walsh 2-17 on winning the United States Justice Department's Crime Victim 2-18 Service Award; and, be it further 2-19 RESOLVED, That a copy of this Resolution be prepared for 2-20 Lieutenant Walsh as an expression of the highest regard and 2-21 esteem of the Texas Senate. 2-22 Shapiro 2-23 ______________________________________ 2-24 President of the Senate 2-25 I hereby certify that the above 2-26 Resolution was adopted by the Senate 2-27 on May 12, 1999. 2-28 ______________________________________ 2-29 Secretary of the Senate 3-1 ______________________________________ 3-2 Member, Texas Senate
