1-1 1 1-2 SENATE RESOLUTION NO. 1000 1-3 WHEREAS, The Senate of the State of Texas takes pride in 1-4 recognizing Guillermo Ortiz Fierro, the acting director of the 1-5 Americana Language Program at El Paso Community College in 1-6 El Paso, Texas; and 1-7 WHEREAS, Guillermo Ortiz Fierro graduated from the University 1-8 of Chihuahua, College of Agriculture, in Juarez, Chihuahua, Mexico; 1-9 he earned his master of arts degree and doctorate in education 1-10 from New Mexico State University in Las Cruces, New Mexico; and 1-11 WHEREAS, Dr. Ortiz's early career included working at the 1-12 University of Chihuahua as a professor and technical secretary 1-13 and working at the Technological Institute of Ciudad Juarez as a 1-14 professor and researcher in the Graduate College; he joined the 1-15 El Paso Community College in 1984 as a research associate and 1-16 instructor of Spanish and English as a Second Language; and 1-17 WHEREAS, Since joining El Paso Community College, Dr. Ortiz 1-18 has been selected for a number of promotions, including that of 1-19 planning coordinator and director of planning and institutional 1-20 development; he was named director of planning for community 1-21 services in 1997 and became the acting director for the Americana 2-1 Language Program in 1998; and 2-2 WHEREAS, As acting director of the Americana Language 2-3 Program, Dr. Ortiz is responsible for the development of the 2-4 instructional and administrative activities of a program that 2-5 serves 20,000 students per year; 10 full-time and 100 part-time 2-6 instructors participate in the program, which includes English as 2-7 a Second Language, a Children's Program, Conversational Foreign 2-8 Language, the General Educational Development Program, and the 2-9 Juarez Program; and 2-10 WHEREAS, Highly regarded for his expertise, Dr. Ortiz has 2-11 been asked to make presentations at locations throughout the 2-12 world, from Canada to Mexico to Venezuela to Hungary; and 2-13 WHEREAS, His wide-ranging experience in planning and 2-14 coordinating projects for organizations and institutions has 2-15 included the development of a comprehensive long-range plan for 2-16 the El Paso Chamber of Commerce, preparation of strategic and 2-17 operational plans to develop tourism on the border between 2-18 El Paso, Texas, and Juarez, Mexico, and validation of a master 2-19 plan to encourage and promote the socioeconomic development of 2-20 El Paso; and 2-21 WHEREAS, Dr. Ortiz developed the master plan for the 2-22 El Paso Community College Americana Language Program, as well 2-23 as the master plan for the college's Transmountain Campus; and 3-1 WHEREAS, Dr. Ortiz served as the coordinator of two major 3-2 planning sessions with 200 people to identify and develop Hispanic 3-3 leadership in the area, resulting in the creation of a Hispanic 3-4 Leadership Institute; he prepared a plan to promote and support 3-5 Hispanic art in El Paso and Juarez and prepared a comprehensive 3-6 plan to support the development of the San Elizario Performing Arts 3-7 Center; and 3-8 WHEREAS, An exemplary gentleman who has distinguished 3-9 himself as a professor at El Paso Community College, Dr. Ortiz 3-10 is a remarkable leader in the field of education and has given 3-11 generously of his time and energy to help develop first-rate 3-12 programs in the college, in other institutions, and in the 3-13 community; now, therefore, be it 3-14 RESOLVED, That the Senate of the State of Texas, 3-15 76th Legislature, hereby commend Dr. Guillermo Ortiz Fierro on 3-16 his many exceptional accomplishments and his highly successful 3-17 career and extend to him best wishes for the future; and, be 3-18 it further 3-19 RESOLVED, That a copy of this Resolution be prepared for 3-20 him as an expression of esteem from the Texas Senate. 3-21 Shapleigh 3-22 ______________________________________ 3-23 President of the Senate 3-24 I hereby certify that the above 3-25 Resolution was adopted by the Senate 3-26 on May 18, 1999. 4-1 ______________________________________ 4-2 Secretary of the Senate 4-3 ______________________________________ 4-4 Member, Texas Senate
