No. 1086 SENATE RESOLUTION 1-1 BE IT RESOLVED by the Senate of the State of Texas, 76th 1-2 Legislature, Regular Session, 1999, That Senate Rule 12.03 is 1-3 suspended in part, as provided by Senate Rule 12.08, to enable the 1-4 conference committee appointed to resolve the differences on House 1-5 Bill No. 1945, relating to the creation of permanent funds for 1-6 certain public health purposes conducted by institutions of higher 1-7 education, to consider and take action on the following matters: 1-8 (1) Senate Rule 12.03(1) is suspended to permit the 1-9 committee to amend text that is not in disagreement, in Section 1-10 3(b) of the bill, to read as follows: 1-11 (b) On the effective date of this Act, the comptroller shall 1-12 transfer from the general revenue fund to the separate permanent 1-13 endowment trust fund established by Subchapter B, Chapter 63, 1-14 Education Code, as added by this Act, for each of the following 1-15 institutions of higher education or components of an institution of 1-16 higher education the following amounts: 1-17 . . . 1-18 (12) the regional academic health center established 1-19 under Section 74.611, Education Code - $20 million; and . . . . 1-20 Explanation: This change is necessary to increase the amount 1-21 of the permanent endowment fund established by Subchapter B, 1-22 Chapter 63, Education Code, as proposed by House Bill No. 1945, for 1-23 the regional academic health center established under Section 1-24 74.611, Education Code, from $5 million to $20 million. 2-1 (2) Senate Rules 12.03(3) and (4) are suspended to permit 2-2 the committee to add text not included in either the house or 2-3 senate version of the bill, in Section 3 of the bill, to read as 2-4 follows: 2-5 (e) On the effective date of this Act, the comptroller shall 2-6 transfer $1 million from the general revenue fund to the Texas 2-7 Higher Education Coordinating Board to fund a contract with the 2-8 Baylor University Medical Center in Dallas for the Institute of 2-9 Metabolic Disease to study the relationship of maternal smoking and 2-10 metabolic derangements to the impaired growth rate in low-weight 2-11 infants, and for the Division of Prevention and Wellness to support 2-12 an antitobacco task force.
