1-1 1 1-2 SENATE RESOLUTION NO. 1219 1-3 WHEREAS, It is a distinct honor and a great pleasure for the 1-4 Senate of the State of Texas to recognize one of its most respected 1-5 former members, Charles Ferguson Herring, on the grand occasion of 1-6 his 85th birthday on June 1, 1999; and 1-7 WHEREAS, Born June 1, 1914, in McGregor, Texas, Charles Herring 1-8 was the son of Luther Herring, a farmer who lived to be 104 years 1-9 old; a graduate of The University of Texas at Austin, Charles Herring 1-10 received his law degree in 1938 and began his practice of law with 1-11 the firm of Looney and Clark; and 1-12 WHEREAS, He was appointed United States Attorney for the 1-13 Western District of Texas in 1947 by President Harry Truman and 1-14 served during the Eisenhower administration; he was elected to the 1-15 Texas State Senate in 1956, where he served with distinction for 1-16 17 years; and 1-17 WHEREAS, During his tenure in the legislature, Senator Herring 1-18 served on nearly every standing committee, including the Finance, 1-19 State Affairs, and Jurisprudence committees; while serving as 1-20 chairman of the Jurisprudence Committee, he formulated committee 1-21 rules that were adopted and used later as a model for all other 2-1 Senate committees; and 2-2 WHEREAS, As a freshman senator, he was appointed chairman 2-3 of the Interim Committee, and as a result of the committee's 2-4 work, the Texas Legislature passed a number of laws regulating 2-5 insurance companies to protect the public; in 1962, Senator Herring 2-6 served as Lieutenant Governor following the resignation of 2-7 Lieutenant Governor Ramsey; and 2-8 WHEREAS, In 1973, Senator Herring resigned from the Senate to 2-9 accept the position of general manager of the Lower Colorado River 2-10 Authority, where his leadership culminated in the construction of 2-11 the Fayette Power Project; he retired from the Lower Colorado River 2-12 Authority at the age of 65, became the chief executive officer of 2-13 First Federal Savings and Loan Association of Austin, and in 1987, 2-14 returned to the private practice of law; and 2-15 WHEREAS, A distinguished gentleman and statesman, 2-16 Senator Herring has long been beloved and respected by the 2-17 citizens of Texas and by his colleagues in the legal field; and 2-18 WHEREAS, His many years of public service were of great 2-19 benefit to our state, and his legal advice is still sought by 2-20 people who value his integrity, his wisdom, and his good judgment; 2-21 now, therefore, be it 2-22 RESOLVED, That the Senate of the State of Texas, 2-23 76th Legislature, hereby extend best wishes for a joyous birthday 3-1 to Senator Charles Ferguson Herring and express appreciation for 3-2 his many contributions to our state and its citizens; and, be it 3-3 further 3-4 RESOLVED, That a copy of this Resolution be prepared for him 3-5 as an expression of esteem from the Texas Senate. 3-6 Barrientos 3-7 ______________________________________ 3-8 President of the Senate 3-9 I hereby certify that the above 3-10 Resolution was adopted by the Senate 3-11 on May 31, 1999. 3-12 ______________________________________ 3-13 Secretary of the Senate 3-14 ______________________________________ 3-15 Member, Texas Senate
