Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.

However, the placement of the Texas state seal on the uniforms of players
participating in intercollegiate sports would cost and would be payable
from local, institutional funds.  The funds necessary to comply with
bill requirements would vary by institution according to the number of
persons participating in intercollegiate sports.
