LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 76th Regular Session
February 12, 1999
TO: Honorable Gary Walker, Chair, House Committee on Land &
Resource Management
FROM: John Keel, Director, Legislative Budget Board
IN RE: HB52 by Cuellar (Relating to establishing a county
planning commission to regulate subdivision platting and
development.), As Introduced
**************************************************************************
* No fiscal implication to the State is anticipated. *

Local Government Impact
A county choosing to establish a planning commission could incur
additional expenses associated with staff, office space and materials.
The cost would depend on whether a county already has staff and other
resources available to dedicate to a planning commission.
Four counties provided fiscal impact estimates for the bill. Harris
County and Denton County both anticipate no significant fiscal
implications, since existing departments already perform much of the
responsibilities that a planning commission is expected to require.
Randall County estimates that a planning commission could require an
additional county department at a cost of up to $200,000 per year.
Travis County expects that the establishment of a planning commission
would have a fiscal impact on several county departments and require
additional office space but could not provide an exact estimate of the
cost.
