Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated. If the number of frivolous lawsuits filed is reduced as a
result of the bill's passage, a county could experience reduced legal
costs. However, the forfeiture of commutations could result in an
increase in jail costs to a county.
