FISCAL NOTE, 76th Regular Session

TO: Honorable Ken Armbrister, Chair, Senate Committee on
Criminal Justice
FROM: John Keel, Director, Legislative Budget Board
IN RE: HB261 by Allen (Relating to the forfeiture of good
conduct time of an inmate who files a frivolous or
malicious lawsuit while confined in county jail awaiting
transfer to the Texas Department of Criminal Justice.),
As Engrossed

* No significant fiscal implication to the State is anticipated. *

Local Government Impact
No significant fiscal implication to units of local government is
anticipated. If the number of frivolous lawsuits filed is reduced as a
result of the bill's enactment, a county could experience reduced legal
costs. However, the forfeiture of commutations could result in increased
jail costs to a county.
