Local Government Impact
  
A county or municipality choosing to refund obligations issued or
incurred in connection with an eligible  criminal justice facility
project could incur the cost of an election to approve the refunding of
such bonds. If  the election could be combined with a previously
scheduled election, no significant fiscal implication is expected due to
the addition of an item on the question of refunding obligations. If a
separate election would be required to approve the refunding, the
election cost would depend on the population of the municipality or
county. Based on a recent survey of local government, the median cost of
a local election has been calculated at $.52 per resident.
