Local Government Impact
  
Any fiscal implications to local governments resulting from the bill's
passage should be positive, since a local governments could realize
savings by entering into interlocal contracts for infrastructure
projects as authorized by the bill. The amount of savings would depend
on the conditions of a particular contract.
