Fiscal Analysis
The bill would require the Texas Department of Transportation (TxDOT) to
construct, repair and maintain any road (including county roads or city
streets) necessary to provide access between a parks and wildlife
facility, defined as a state park, state fish hatchery, state wildlife
management area, or support facility for a state park, state fish
hatchery, or state wildlife management area and a state highway. If
there is a road connecting from a state highway to the facility, TxDOT
would be required to enter into an agreement with the county or
munipality of jurisdiction to construct, maintain and repair the road
and to acquire any private land for right-of-way purposes. The bill
would require that payment for construction, repair, maintenance or
acquisitions come from the State Highway Fund.
Methodology
TxDOT estimated that based on information provided by the Texas Parks &
Wildlife Department (TPWD) approximately 124 miles of roads between state
parks and fish hatcheries and the nearest state highway would need to be
upgraded to an FM road. Additionally, TxDOT estimated that 187 miles
between wildlife management areas and TPWD law enforcement locations
would receive a less expensive asphaltic surface treatment due to lower
traffic volumes.
The bill would require TxDOT to be responsible for the ongoing
maintenance cost of the 311 miles.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
