TO: Honorable Paul Sadler, Chair, House Committee on Public
               Education

FROM: John Keel, Director, Legislative Budget Board

Current law requires campus and school district decision making
committees, and also requires that these committees review and provide
written comments on the waiver applications as submitted by local school
boards to the commissioner of education.

This legislation would require the signature of the committee chair
attesting to a review of the waiver application by a majority of the
committee.

Local Government Impact

No significant fiscal implication to units of local government is
anticipated.

Implementation of the provisions of the bill may require additional
meetings of campus and/or district level committees required under
section 11.251 of the Texas Education Code.
