The bill would make no appropriation but could provide the legal basis
for an appropriation of funds to implement the provisions of the bill.
  
Local Government Impact
  
Some cities could require additional staff time to handle inquiries from
persons seeking to sell property. However, in most cases additional
responsibilities are expected to be absorbed by existing resources.
