               certain environmental permitting procedures of the Texas
               Natural Resource Conservation Commission), Committee

*  No significant fiscal implication to the State is anticipated.        *

*  The bill would establish new permitting and public participation      *
*  procedures for certain Texas Natural Resource Conservation            *
*  Commission (TNRCC) permits and eliminate permit hearings for TNRCC    *
*  contested cases currently conducted by the State Office of            *
*  Administrative Hearings (SOAH).  Increased costs for TNRCC            *
*  associated with the new permitting system would be offset by a        *
*  proportional decrease in TNRCC's costs associated with the            *
*  contested cases conducted by SOAH.                                    *
