*  No significant fiscal implication to the State is anticipated.  Any   *
*  additional workload or administrative costs incurred as a result      *
*  of participation in the Task Force can be absorbed by all             *
*  participating agencies within existing resources.  However,           *
*  counties in Texas could gain as much as an additional $33.0 million   *
*  per year in federal funds as a result of the task force created by    *
*  H.B. 822.                                                             *

*  The bill as amended would require the Comptroller of Public           *
*  Accounts to serve as presiding officer if the office of the health    *
*  and human services is abolished.                                      *

Local Government Impact
  
Based on surveys of Texas counties and consultants, an estimated 186
counties lack a countywide indirect cost allocation plan.  An additional
$11.0 million in federal funds could be received by counties in fiscal
year 2000 if only a third of these counties devised a plan.  If all
counties surveyed had an indirect cost plan in place, counties in Texas
would receive an estimated additional $33.0 million per year in federal
