LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 76th Regular Session Revision 1 February 23, 1999 TO: Honorable Elliott Naishtat, Chair, House Committee on Human Services FROM: John Keel, Director, Legislative Budget Board IN RE: HB822 by Maxey (Relating to the creation of a task force composed of state and county representatives to study federal reimbursements to counties), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. Any * * additional workload or administrative costs incurred as a result * * of participation in the Task Force can be absorbed by all * * participating agencies within existing resources. However, * * counties in Texas could gain as much as an additional $33.0 * * million per year in federal funds as a result of the task force * * created by H.B. 822. * ************************************************************************** Local Government Impact Based on surveys of Texas counties and consultants, an estimated 186 counties lack a countywide indirect cost allocation plan. An additional $11.0 million in federal funds could be received by counties in fiscal year 2000 if only a third of these counties devised a plan. If all counties surveyed had an indirect cost plan in place, counties in Texas would receive an estimated additional $33.0 million per year in federal funds. Source Agencies: LBB Staff: JK, TP, PH, ZS
