*  The bill would make no appropriation but could provide the legal      *
*  basis for an appropriation of funds to implement the provisions of    *
*  the bill.                                                             *
*                                                                        *
*  The bill would amend Chapter 531 of the Government Code to require    *
*  a state agency that proposes to deliver public benefits through       *
*  electronic benefit transfers (EBT) to comply with any strategic       *
*  guidelines adopted by the Interagency Task Force on EBT relating      *
*  to the development and use of an electronic benefits transfer         *
*  system.                                                               *
