Bookstore operations at institutions of higher education are
self-supporting, auxiliary enterprises and are not part of the state
appropriation process or supported with state funds.  There may be a
fiscal impact to institutions of higher education in the form of
foregone auxiliary enterprise revenue, since any item purchased from an
off-campus/internet vendor would reduce institutional income.
  
Local Government Impact
  
No fiscal implication to units of local government is anticipated.
Bookstore operations at community colleges would be affected similar to
other institutions of higher education.
