Fiscal Analysis The bill would expand the list of offenses requiring the Institutional Division of the Texas Department of Criminal Justice, other penal institutions, and the Texas Youth Commission to take specimens for the creation of a DNA record of the offender to include murder and aggravated assault. Methodology The total number of convictions for the new categories, murder and aggravated assault, are expected to exceed 6,000 per year. It is estimated that five additional personnel would be required to handle the increased workload; four DNA Index System Analysts and one Technician. The current laboratory is operating at 100% of capacity, and additional equipment and supplies would be required for the increased workload.
