Fiscal Analysis
  
The Bill would amend the powers and duties of the Office of Defense
Affairs and the Texas Strategic Planning Commission.

The Bill would require the Texas Department of Economic Development
(TDED) to appoint a director to manage the Office of Defense Affairs and
require TDED to work with other state agencies to prepare and submit an
annual report to the governor and legislature prior to July 1st of each
year containing information about regulations, policies, programs, and
services that may impact defense-dependent communities.

The Bill would also require TDED to coordinate an annual meeting with
representatives from state agencies, the Texas Strategic Military
Planning Commission, and members of the legislature whose districts
contain active, closed, or realigned military installations to discuss
recommendations for assisting defense- dependent communities.
  
  
Methodology
  
TDED estimates a need for an additional 3.1 FTEs.  Any additional
operating expenses would be paid from existing appropriations.
  
  
Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.
