Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.  Fresh water supply districts, as well as municipalities
seeking single certification in areas currently served by fresh water
supply districts, may incur added legal and administrative costs during
the process in which a determination is made as to whether single
certification will be granted.
