The bill would create the Council on Cardiovascular Disease and Stroke,
which would be administratively attached to the Department of Health.

Technology Impact
Cost implications noted above assume the purchase of two personal
computers at $2,000 each and one laser printer at $2,500.
Fiscal Analysis
The bill would create the Council on Cardiovascular Disease and Stroke.
The Council would be composed of 12 members appointed by the Board of
Health. The Department of Health would be required to accept funds
appropriated for the Council and allocate the funds. The Council would
be required to develop a plan to reduce the burden of cardiovascular
disease in Texas and implement various activities to accomplish this
goal, including health education programs, assisting communities in
developing plans, and others. The Council would be required to develop a
database of recommendations for appropriate care and treatment of
patients with cardiovascular disease or who have suffered from or who are
at risk for stroke.
The Council would be authorized to appoint consultants to the council or
advisory committees.
Methodology
The two full-time equivalent positions noted in the table above would be
an Epidemiologist and an Information Specialist to manage public
awareness and database activities. It is assumed that the first year
will be phased-in. It is assumed that the campaign to promote public
awareness would be a contracted service.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
