*  The bill would make no appropriation but could provide the legal      *
*  basis for an appropriation of funds to implement the provisions of    *
*  the bill.                                                             *

The bill  would require an exemption from state immunization requirements
for admission to elementary and secondary schools, child care
facilities, and institutions of higher education for reasons of
conscience or religious belief.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated. If the change in language results in an increase in the
number of individuals declining immunizations, local government may
incur additional costs. According to the Department of Health, costs to
local government may include those associated with declining school
attendance due to illnesses caused by vaccine preventable diseases, and
