*  The bill would make no appropriation but could provide the legal      *
*  basis for an appropriation of funds to implement the provisions of    *
*  the bill.                                                             *

The bill would require the Department of Health to develop a licensing
model for intermediate care facilities for the mentally retarded and
present a report on the model to the governor, lieutenant governor, and
speaker of the house of representatives not later than January 16, 2001.
