Fiscal Analysis
  
The bill would amend existing statute to make loan repayment assistance
available to full-time faculty who received a doctoral degree after
September 1, 1994 and who teach in an institution of higher education in
a county that borders Mexico.
  
  
Methodology
  
The Higher Education Coordinating Board (THECB) provided the basis for
this estimate.  THECB estimated the number of faculty members with
doctorates at border institutions and the percentage with college debt
that would benefit from the provisions of the bill.
  
  
Local Government Impact
  
No fiscal implication to units of local government is anticipated.
