March 22, 1999
TO: Honorable Patricia Gray, Chair, House Committee on Public
Health
FROM: John Keel, Director, Legislative Budget Board
IN RE: HB1864 by Capelo (Relating to the study and development
of the Optional Promotora Outreach Program, under which
community volunteers provide public health and
sanitation services.), As Introduced
**************************************************************************
* No significant fiscal implication to the State is anticipated. *
* *
* The bill would make no appropriation but could provide the legal *
* basis for an appropriation of funds to implement the provisions of *
* the bill. *
**************************************************************************
The bill would establish a temporary committee to study issues relating
to the development of an Optional Promotora Outreach Program. A
"promotora" is a community health outreach volunteer providing community
services relating to public health, public sanitation, and related
matters.
The bill would allow two public members of the committee who are
currently serving as promotoras to be reimbursed for travel expenses.
It is assumed that the provisions of the bill relating to travel
reimbursements and support to the committee can be accomplished within
existing resources of the participating state agencies, particularly the
Department of Health.
Local Government Impact
No fiscal implication to units of local government is anticipated.
