This bill would require the Texas Higher Education Coordinating Board to
establish guidelines for recognizing exceptions to institutions deciding
which doctoral hours should be formula funded, up to 130 semester credit
hours.  The Coordinating Board has adopted similar guidelines as would
be authorized by this bill.
