LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 76th Regular Session April 9, 1999 TO: Honorable Gary Walker, Chair, House Committee on Land & Resource Management FROM: John Keel, Director, Legislative Budget Board IN RE: HB 1886 by Turner, Bob (Relating to abandoned railroad right-of-way.), As Introduced ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** The bill would transfer property interest in abandoned railroad right-of-way to adjacent current fee title landowners 180 days after the Surface Transportation Board declares rail service abandoned for a railroad or portion of a railroad. The Texas Department of Transportation (TXDOT) projects that if a declaration is made affecting the two existing rail transportation districts in which TXDOT has an ownership interest, there would be a loss of right-of-way valued at $676,308. In addition, TXDOT has security interests in these two rail districts valued at $4.3 million. Local Government Impact No significant fiscal implication to units of local government is anticipated.
