Fiscal Analysis
The bill requires the Texas Department of Transportation (TXDOT) to
develop a statewide transportation plan that meets federal requirements.
The bill designates TXDOT as the state's planning agency for intermodal
transportation, including highways, airports, railroads, and seaports.
The Texas Railroad Commission is currently the state planning agency for
railroads.
Methodology
According to TXDOT, the development of a statewide transportation plan
will require the use of outside professional services. TXDOT estimated
that $300,000 in professional services would be needed with implementing
the updated plan by January 1, 2001. TXDOT estimated $250,000 in
professional services costs associated with the transfer of rail
planning responsibilities to TXDOT.
Local Government Impact
No fiscal implication to units of local government is anticipated.
