According to the Comptroller of Public Accounts, the bill would change
the way money is distributed from the Emergency Medical Service and
Trauma Care System Fund, but the fund does not exist under current law.
Although the fund was created by Senate Bill 102, 75th Legislature,
1997, as a special account in the State Treasury, it was not exempt from
abolishment under House Bill 2948, 75th Legislature, 1997. As a result,
money appropriated for emergency and trauma purposes to the Texas
Department of Health during the 1998-99 biennium from the GR-Account
5007 Advisory Commission on State Emergency Communication's (commission)
Dedicated Account No. 5007 in the General Revenue Fund is temporarily
being held in that account.

Local Government Impact

No significant fiscal implication to units of local government is
anticipated. The bill would change the distribution of funds from
counties to trauma service area regional advisory councils.
