Fiscal Analysis
The bill would allow a county clerk to collect a fee of up to $5 for an
applicant for a license to carry a concealed weapon for a mental health
background check. The bill also would allow a county to collect up to
$2 from the Department of Public Safety (DPS) for each applicant for a
license to carry a concealed weapon for conducting a mental health
background check. The DPS would pay the $2 fee out of the application
fee submitted to DPS by each applicant for a permit to carry a concealed
weapon.
Methodology
According to DPS, the Concealed Handgun Program receives approximately
2,400 new applications per month and approximately 2,500 renewal
applications per month, or a total of 58,800 applications per year.
This analysis assumes counties would choose to collect the full $2 per
applicant from DPS and the full $5 from each applicant. This analysis
also assumes DPS would only request a background check from one county
per applicant.
Local Government Impact
The bill would result in a revenue gain to counties choosing to assess
the mental health background check fee to applicants and to the DPS.
The funds collected would be used by the county clerk to cover
administrative expenses associated with conducting mental health
background checks.
