Local Government Impact
  
Under the bill, local governments that employ fewer than 14 employees may
be liable for up to $50,000 in nonpecuniary damages for employment
discrimination.  This fiscal note assumes that local governments do not
regularly commit unlawful intentional employment practices.  Therefore,
no significant fiscal implication to local government is anticipated.
