Local Government Impact
  
Under the bill, local governments that employ fewer than 14 employees may
be liable for up to $50,000 in nonpecuniary damages for employment
discrimination.  This estimate assumes that local governments do not
regularly intentionally commit unlawful employment practices.
Therefore, no significant fiscal implication to local government is
