               incentives to veterinary college students and graduates

The committee substitute would create a new special fund and a dedicated
revenue source in the State Treasury.   The creation and/or continuation
of special funds and dedicated revenue sources outside the General
Revenue Fund could further restrict the Legislature's ability to
appropriate revenues for general operating purposes.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.

Those communities who choose to participate in the program would incur
some or all of the tuition and fees for sponsored students in the
program, but that would be the free choice of the participating
communities.
